There are many different theories regarding personality, the qualities which make up a persons character. All personality theorists have their own approaches regarding what determines a persons character. I will be concentrating on two opposing theories. Carl Rogers Idiographic theory, claiming that personality is individual, versus Hans Eysencks nomothetic theory, claiming that people can be measured and that we all have the same traits or characteristics but in different measures. Looking at each theorist individually and assessing their approach I will try to find comparisons or similarities and contrasts or differences between the two, based on their beliefs about what makes a personality. It is important to note that each of these theorists had a very different psychological approach to their work and therefore there is immediately a huge contrast between the two. Rogers took a humanistic approach to psychology claiming that we are a product of our environment, and Eysenck a biological approach and so claimed that hereditary and not environment creates who we are. As an idiographic theorist Rogers believed all human beings are unique and therefore personality can only be studied through processes such as case studies, which concentrate on studying the individual. Rogers theory was born out of his work as a clinical psychologist and is based on years of experience and research. He was Fundamentally a therapist and his contributions to psychology have been phenomenal. Today his method of client centred therapy is one of the most commonly used by counsellors worldwide. Social Security Warns of ID Theft Scams Almost 70 million Americans depend  on Social Security benefits. Sadly, whether you are already receiving benefits or not, your Social Security account is a tempting target for scammers. The sheer complexity of this mainline federal assistance program makes Social Security accounts particularly vulnerable to hacking by cyber attackers. As a result, the Social Security Administration has identified some particularly dangerous scams you should be aware of whether you are already receiving benefits or plan to in the future. Online Social Security Account Scam The Social Security Administration (SSA) strongly urges all current and future beneficiaries to set up a personal â€Å"My Social Security† account on its website. Opening a My Social Security account allows you to check the size of your current or future benefits and change your bank account direct deposit information or mailing address without having to visit your local Social Security office or wait on hold to speak to an agent. The bad news is that scammers also take advantage of many My Social Security accounts. In this bit of awful, scammers set up My Social Security accounts in the names of people who do not already have them, thus allowing them to transfer the victims’ current or future benefits to their own bank accounts or debit cards. While Social Security will reimburse victims of this scam, it can take months and leave you without benefits during that period. How to Prevent It Scammers can only set up a bogus My Social Security account in your name if they already know your Social Security Number and other personal information, which in today’s data-breach-of-the-week environment is all too likely. So, the thing to do is set up your account as soon as possible. Anyone over age 18 can set up a My Social Security account. Even if you do not intend to start drawing benefits for years, a My Social Security account can be a valuable retirement planning tool. When you set up your account, be sure to choose the â€Å"Add Extra Security† option on the online signup form. This option will cause a new security code to be sent to your cell phone or email ever time you try to access your account. You will need to enter the code in order to log on. It is sort of inconvenient, but far better than having your benefits stolen. The Fake Social Security Employee Scams There exists a whole set of scams in which the perpetrator- posing as a Social Security â€Å"agent- calls victims regarding their benefits. For example, the scammer may claim the SSA needs to verify the victim’s direct deposit information. In another more complex scam, the victim is told that their Social Security benefits are being cut because they have inherited a house from a relative; an event that would not result in a reduction of their Social Security benefit. To help perpetrate the fraud, the caller then places the recipient on hold and plays the same on-hold recordings actually used by Social Security. When the scammer comes back on the line, the victim is that told proceeds from the sale of the house will be sent to them if they pay the back taxes. Of course, there are no inherited houses or back taxes. How to Prevent It The SSA recommends taking extreme precautions before giving out personal information. â€Å"You should never provide your Social Security number or other personal information over the telephone unless you initiated the contact, or are confident of the person to whom you are speaking,† says the agency. â€Å"If in doubt, do not release information without first verifying the validity of the call.† Which you can do by calling Social Security’s toll free number at 1-800-772-1213 to verify the legitimacy of the call. (If you are deaf or hard of hearing, call Social Securitys TTY number at 1-800-325-0778.) Also be aware that scammers have also perfected the black cyber crime art of â€Å"caller ID spoofing,† so even if your caller ID says, â€Å"Social Security Administration,† it is probably just another scammer. The Data Theft Scare Scam Given the number of actual government data breaches these days, this scam is particularly believable and dangerous. The scammer – again pretending to work for Social Security – tells the victim that the agency’s computers have been hacked. In order find out if the victims account has been compromised, the scammer says he needs to verify that the SSA has the victim’s correct bank account information. To set the hook, the scammer gives the victim account information he knows is incorrect. In the end, the victim is tricked into giving the scammer their correct bank account information. Bad, very bad. How to Prevent It The SSA recommends ignoring calls and emails regarding account data breaches. The agency never initiates contact with beneficiaries by phone or email.Even letters regarding data breaches can be scams as scammers have gotten very good at making envelopes and letters look â€Å"official.† If you get such a letter call the real Social Security Administration at 800-772-1213 to find out if the letter is legitimate. If the letter gives any other number to call, do not call it. The No COLA For You Scam While it hasn’t happened since 2014, Social Security adds a cost of living adjustment (COLA) in most years based on the rate of inflation. But, when there is no increase in the consumer price index (CPI), as was the case in 2015 and 2016, there is no COLA for Social Security recipients. Scammers- again posing as SSA employees- take advantage of these non-COLA years by calling, emailing or sending letters to victims stating that the SSA had apparently â€Å"forgotten† to apply the COLA increase to their accounts. As with other scams, victims are given a form or link to a website where they can â€Å"claim† their COLA increase by providing their Social Security Number and bank account information. By now, you know what happens next. Tell your money goodbye. How to Prevent It Ignore the letters, calls or emails. When and if they are given, Social Security applies COLAs automatically and without fail to the accounts of all current beneficiaries. You never have to â€Å"apply† for them. The New, Improved Social Security Card Scam In this one, the scammer, again posing as an SSA employee, tells the victim that the agency is replacing all old paper Social Security cards with new high tech, â€Å"ID theft proof† computer chips embedded in them. The scammer tells the victim that they will not get any more benefits until they have gotten one of the new cards. The scammer then claims that he can â€Å"expedite† the replacement card if the victim provides their identity and bank account details. Clearly not the smart thing to do. How to Prevent It Ignore the claims. The SSA has no plans, desire or money to replace millions of old Social Security cards or to start issuing high-tech cards. In fact, the SSA recommends you not even carry your Social Security card with you due to the threat of identity theft. Instead, memorize your Social Security number and put the card in a safe, secret place. Report Suspected Scams The SSA’s office of inspector general asks Americans to report known or suspected incidents of scams. Reports can be submitted online at the SSA’s Report Fraud, Waste or Abuse website. Reports can also be submitted by mail to: Social Security Fraud Hotline​P.O. Inductive method: According to this method, conclusions are drawn on the basis of collection and analysis of the facts which are relevant to the inquiry. The logic in this case proceeds from the particular to the general. The generalizations are based on observation of individual examples. The principle steps in this method are †¢Perception of the problem; †¢Collection, classification and analysis of data by using appropriate statistical techniques; †¢Finding out the reasons for the relationship established through statistical analysis and to set rules for the verification of the principles. The Thrill That Kills Street racing has become a very dangerous sport in the 20th century. In the article The Thrill That Kills by Paul-Mark Rendon, he describes the dangers and consequences of illegal street racing. This article was published Sept. 17, 2001 in MacLean’s. This is an article that tries to reach out to street racers and also anyone interested in knowing more about street racing and its dangers. The article discusses how for the driver, racing is an exciting adrenaline rush, but for the people, is an endangerment to their safety. The author uses facts like how dozens of innocent people have died due to street racing. Even drivers themselves die because of losing control or hitting another car. This article makes readers think twice about wanting to go out on the streets and race. This article gives evidence that street racing is very dangerous. The author gives clear evidence to support his topic that illegal street racing is dangerous. Racing on a public road can have many variables that can lead to the worst. Some of these variables are that â€Å"where unexpected traffic, uneven roads and inexperienced drivers, some as young as 16, form a deadly combination.† The author tells how an innocent person walking across the street, was hit by one of three cars racing that were traveling approximately 200 km/h in a 50 km/h zone. The body was thrown 80 meters and died before he hit the ground. â€Å"In Vancouver alone, police count six fatalities from street racing in the past year.† Mark uses this information to get his point through to the readers because people are most affected when they hear about other people dying. Paul- Mark explains how driving experience on the streets is very low. Hardly any of the... ...there. Paul-Mark tells how the Darknights are a good cause, but â€Å"there’s always going to be a situation where there’s heated argument and no one wants to waste their time and say, ‘We’ll settle this at the racetrack.’ We’ll pick a road, we’ll do it for this much and then we’ll go home.† This makes the reader realize how even though street racers are aware of the tremendous dangers of street racing and have a legal way to do it, they still would rather put people’s lives at risk and race on the streets. Although this article appeals to common sense the most, Paul-Mark’s claims are obvious with very good example to back those claims up. Readers get the full picture of what is really going down in the street racing scene and how the dangers continue to exist. Paul-Mark has strong appeals and emotions throughout this paper that keeps readers hooked the entire time.

Theater Review: No Child

In 2001 President George W. Bush proposed the No Child Left behind Act which forced schools to take action with the below average test scores. Due to this act schools are required to have their students take tests and have a certain percentage increase in grades every year otherwise there would be consequences from a school being labeled as a needing improvement to the extreme of having it privately run or shut down. The play â€Å"No Child† written by Nilaja Sun acts as a direct commentary for the need of the No Child Left behind Act. In this play the characters and their actions have such a strong correlation to the real problems that students in under privileged societies in America face as well as the need for reform in the education department. (No Child Left Behind) The setting of the play is the school that seems unfit for children to be going to receive an education. The janitor describes the school â€Å"The building fallin apart, paint chipping, water damage, a whole in the fourth floor ceiling that aint been fixed since 87, all the bathrooms on the third floor, they all broke. The school is also described by the janitor as having â€Å"one hundred thousand dollars' worth of security system which includes two metal detecting machines, seven metal detecting wands, five school guards and three NYC police officers. All armed†. (Sun 5) These descriptions of the school itself appear that education is not the primary focus of the leadership in the school district. It seems that the funding that the school is being given is not being utilized to its full potential for the benefit of the student's education. In public schools across the nation this is the actual setting of how the school can be described. With the No Child Left Behind act schools are pushed to make education the primary focus in order to give students an equal chance at life afterwards. (No Child Left Behind) As stated earlier the characters have a strong correlation to students and educators in real life. Being a teacher is described as being â€Å"underpaid, unappreciated, and underpaid job in this crazy universe. (Sun 6) The tenth grade class in this play is group of disrespectful, hopeless kids that are just pushed around all day and treated as if they are convicts themselves. It seems that in this story every person who is in a position to make a positive change whether it be the parents or the teachers push it off on someone else to do. The first teacher that the audience encounters is a woman named Ms. Tam who is underpaid and unappreciated as well as blatantly disrespected by her students and has no control over them. It gets to the point that Ms. Tam actually ends up leaving because she cannot handle the students. Prior to the No Child Left Behind act new teachers were only required to have bachelor's degree, be fully certified and to have a subject matter knowledge generally through tests. After the act was implemented, the standards for all teachers were required to be highly qualified which is different in every state regardless if they are new or have reached their tenure. The act also makes it so the teacher's salary could be raised or dropped depending on how the students performed on their tests. By doing this teachers are required to take responsibility for their students which requires them to go above the bare minimum. (No Child Left Behind) The next teacher that the audience sees interaction with between the students is Ms. Sun. Right off the bat the audience sees that she is someone that not only cares about what she is teaching but about the students that she is teaching. She lays down rules about being in class on time, eating in class and being respectful to everyone. She gets the students to actually care and want to take part of the play that she was hired to be in charge of a play that the students previously scoffed at. By getting the students to take part of the play actually gives them a greater hope for their future that they don't have to end up hopeless, a characteristic that society has already label them as being. These are the teachers that the No Child Left behind act is instituting, teachers that have the ability to push their students to have an equal chance that privileged and well educated students have. Ms. Sun is not here to do the bare minimum required; she is here to make a change in students who just need guidance. (No Child Left Behind) The students are probably the most important characters in this play in correlation to the No Child Left Behind act. The audience gets to see the transformation that begins to take place in the students after a teacher who goes above and beyond what her peers are doing with their students. In the beginning of the play the students proudly characterize themselves as the worst class ever. Mrs. Kennedy later on refutes this claim by saying, â€Å"Look, I understand that they consider themselves the worst class in school. News Flash – they're not even close. (Sun 21) It is this statement that the audience can understand that although this class is pretty horrible there are worse classes which shows that it is the school as a whole that is failing at their job. Towards the end of the play the students have done a complete 180. Not only are they wanting to take part of the play but they are doing what they need to for class such as showing up on time, not eating in class and not being disruptive. One of the students who were initially the leader of not doing the play actually says that he is looking forward to taking part of it next year. All that it took was a determination of the teacher to push past the expectations of failure of these students and found a way to reach them. At the end of the play instead of every student being a failure as originally thought some go on to Harvard while others make proud livings for themselves. The play was a strong motivator that provoked emotion and the responsibility to help the cause. The play was more than direct commentary in one's opinion, and more a piece of propaganda to move the audience to join the fight. The play shows the horrors of reality and a resolution that leaves the children and audience with hope. The bottom line is to show the audience that these children are not hopeless or lost causes and they need people to have hope and believe their fate is not sealed with the circumstances they were born into.

Community Crime Prevention Strategies Essay

Do community safety, crime prevention; crime reduction initiatives help all victims? Choose specific types of CS – police led, management of offenders, crime prevention as focus. The Home Office delineates community safety as, â€Å"An aspect of quality of life in which people, individually and collectively, are protected as far as possible from hazards or threats that result from the criminal or anti-social behaviour of others and are equipped or helped to cope with those they do experience† (Home Office: 1998) The fear of crime can impact us in a major way on how we feel about our community. â€Å"Localised action against crime† also know as community safety, crime prevention or crime reduction; is often practiced by police officers and authority workers e.g. Probation workers, housing officers etc. Community safety focuses on introducing physical and social changes to local communities to enforce balance and prevent crime and disorder from taking place. There are three ways of classifying crime prevention, primary secondary and tertiary prevention. Primary prevention targets the general population to prevent crime from happening before it has happens. Secondary prevention targets the population that is most at risk, where Tertiary prevention focuses on the individual; Often a known offender (Newburn, 2007:566) The aim of community safety is to allow local residents to be able to live their lives freely, yet still feel comfortable and protected in their area by local authorities. All citizens should be able to live without interruption or fear that may come from crime and disorder. In some ways community safety can be hard to define, as various communities have different ways of carrying out the service. In some communities citizens have a say in what issues they feel need to be addressed and prioritized for action in their community; and in others they don’t. So where some issues may be of relevance in one community, it won’t be of relevance in another. Most importantly once an issue has been tackled it is fundamental that it does not re-occur. Offending behavior can negatively affect an individual and/or a whole community. By reducing offending behavior community service should generally improve the quality of live of an individual or community, both socially and economically. Without first addressing fear and typical preconceptions of crime, any action to prevent anti-social behavior will be of no relevance, as communities may be unaware of the changes occurring and therefore reluctant to believe that they are being protected. It is after the Morgan Report in 1991 when the term ‘Community safety’ first came into notion. As stated by ‘CSinfo magazine’ â€Å"The term community safety was not well defined then and in some eyes the same is true today† (CSinfo: n.d.). Anti social behavior and the nature of crime can cause the focus of community service to shift at times. This is mainly because of the difference in cultures, various religions and ethnic groups that may be in one community. Therefore we can question if community service is effective in a diverse society. In all of this we must take diversity and ethics into consideration. In society people have different values and approaches to life. Diversity is the unique difference that we all have. In all walks of life there will always be people from various backgrounds that we must make contact with. Diversity can be a cause of conflict and tensions within a society. Community safety aims to prevent divisions within a community and create unity to establish a safer and more comfortable lifestyle for civilians. Community safety or community policing can be very effective in society as it establishes a good and trusting relationship between the police and citizens. The police become â€Å"part of the neighbourhood† (Anon: 2010), In addition to creating relationships it also enables the police to become aware of what the community needs. This partnership allows police officers to familiarize themselves with individual members of the community. As well as this, they are able to remember important information about the people that are of risk to the community. In all aspects of policing there will always be advantages and disadvantages. A great advantage of community policing is that it reduces any fear that one may have. This creates a sense of trust between the police and community and therefore civilians will feel safer. ‘Law teacher’ states, â€Å"as citizens become more active in taking care of their community, they start to understand what officers actually do on a day-to-day basis† (Anon: 2010). A disadvantage of community policing is that without the trust of the community and community involvement there isn’t much that the police can do. If they don’t have first hand knowledge of certain issues within the community they cannot solve it nor can they be aware of the specific citizens that are of risk to the rest of the community. The majority of people find it hard to trust the police, especially in ethic minority communities where many people believe that the police are racist. In saying this any attempt to help a community will fail, as there is no partnership between the police and community. Another disadvantage is that community policing is a long-term partnership and results will not be seen immediately. Members of the community may feel as though they are wasting their time in trusting in the police to better their neighborhood, yet nothing has changed. The relationship must be maintained for it to work. â€Å"Community policing is a philosophy, not a program† (Roth: 2000,183) An additional disadvantage is that the same members of the community step forward to help and improve the neighborhood, however it requires the help and belief of whole (or majority) of the community for the service to be effective. â€Å"Community policing is only as good as its community involvement† (Law Teacher: 2010). Overall the advantages weigh out the disadvantages of community policing. Community policing is effective as it establishes a relationship between the police and citizens, which generally improves the safety and the peace of mind of the community. â€Å"Community-based programs are important in the service delivery in many communities†(Mancini & Marek: 2004, 339). To prevent crime in their neighbourhood people develop programs that aid in the prevention of crime and disorder in their community. There are several community policing programs, the most popular program is known to be the ‘neighbourhood watch’, where locals come together to make their community a safer place. Neighbourhood watch can be beneficial to a community as it allows locals to be aware of any suspicious activity. ‘National Night Out’ is another program that helps to fight crime in a community. Residents that participate in this, leave their outside lights on during the night, in the hope that civilians will safeguarded at night time where (in more dangerous areas) there are more drug and alcohol misusers gallivanting the streets. D.A.R.E which stands for ‘ Drug Abuse Resistance Education’, is a program that seeks to make young adults (teenagers) feel good about the police, as well as preventing violent behavior, the abuse of drugs and alcohol and gang involvement. The program informs young people on how to say no from peer pressure, and build the necessary skills that they need to ensure a better lifestyle. Through D.A.R.E students are able to identify the perils of violence in their community as well as in their schools. Neoliberism, the idea that the rich stay rich and the poor stay poor. In place of tackling poverty right realists would prefer to reduce crime through control. They argue with Marxists that although several old people are poor their crime rate is low. They believe that labeling theory â€Å"romanticises† the criminal by being too sympathetic. The problem with this approach is that although harsh methods of punishment may be good for the moment, they aren’t very effective for the long term. When putting someone in prison all aspects of their life must be considered. The offender may have a family that solely depends on them. In addition the offender may have health issues that could deteriorate in a prison environment. The biosocial theory of criminal behavior was introduced in 1985 by Wilson and Herrnstein. They debate that right wing politicians in an industrial capitalist society, have presented themselves accordingly as the parties of forces of law and order. Left realist believe that all crimes with the exception of white collar crime need to be tackled and elucidated as they are a serious problem. Since World War Two there has been a significant increase in street crime (Young: 1993) â€Å"Criminology has undergone an etiological crisis† (Anon:2012). This has resulted from the rise in offences that are being recorded officially. Both right realism and left realism share similarities but there are also extreme differences. An example of this is that they both have different political views, where right realists have a conservative mind, left realist have a labour mind. Despite this both believe that crime is a ‘real’ problem, and they fear that crime is rational. Through the way that both sides explain crime, it is clear that right realists are neo conservative, whereas left realists are reformist socialists. Right realists put the blame of offending on the individual but left realists consider environment and relative deprivation, sympathising with the offender. In the same way both sides also have varying political differences, which is shown through their aims and how they plan on soling problems of crime. â€Å"The right prioritise social order achieved through a tough stance of offenders while the left prioritise justice achieved through democratic policing and reforms to create greater equality† (Anon:2012). â€Å"As with other signs of brutishness, the sight of violence, pain, or physical suffering became highly disturbing and distasteful to modern sensibilities† (Garland, 1990: 223). A man like Garland who can be considered as a right realist suggests that we should be more punitive. He argues that we live in a culture that needs more control; although we have become more civilized, we are also more acceptant of mercy and as a society we tend not to punish as hard as they did in the olden days. Despite Garland’s views many still believe that we haven’t learnt to punish less. Moreover some people insist that we have learnt to punish better through the use of modern technology. Unless an offender is of high risk to the rest of society, it is better to rehabilitate through intervention rather than imprison, in the attempt to just remove the person from society. In most cases imprisonment is more expensive than interventions (Williams: 2010). Nevertheless it is still a major aim to manage the risk of reoffending through â€Å"warehousing† (over crowded Imprisonment). Supervised by probation officers, who would advise assist and befriend them† (Probation of Offenders Act 1907). If these requirements were/are neglected the offender may be sent back to court to be re-assed and re-sentenced. This is the idea that criminals are like animals, out of control and driven by their animalistic lust to do inhumane things. Crime is linked to low IQ; suggesting that most criminals are black and/or Asian, coming from backgrounds that cannot afford to educate children. The level of how risky someone is should determine the intensity of intervention they must endure. There are wide ranges of interventions in the criminal justice system. Diversion, Reparation, Unpaid work, Supervision and counseling, Basic Skills, Group work programmes, Drug and alcohol programmes, Therapeutic communities’, Circles of support and women’s programmes. We typically do not see only one kind of criminal offender. Although a plethora of offences are made daily, the uniqueness of one person will be different from the criminogenic needs of another person. Diversity and sociological aspects of crime can be an influence of this. Where some offenders may be employed, others could be unemployed. Some may be dependent on drugs; others may have alcohol problems, or suffer from mental illnesses. Despite this a Right realist would rather punish the offender under any circumstance. Realists see crime as something that is real; they believe in solving the problems of crime, whereas Marxists see crime and deviance as something that has been socially constructed through an unequal world and exploited society. Much like the conservative government, right realists trust that there is a solution to the growing crime rates in society. Rather than finding the causes of crime right realists seek to find practical methods in which crime can be monitored. In the opinion of a right realist offenders should be punished rather than rehabilitated. Many see this method as impractical as individually offenders have different criminogenic needs. MAPPA (Multi Agency Public Protection Arrangements). ‘Prisoners Families and Friends service’ states; â€Å"It is not a legal body or framework, but a set of arrangements for supervising offenders in the community. They are principally a structure by which the various agencies an offender comes into contact with can share information and thereby monitor risk factors after the person is released† (Anon: n.d, 26) Joining responsible authorities, MAPPA manage high risk offenders. Forming a partnership with other agencies that may be working with the offender. Once MAPPA and other joined agencies come to a decision on the extent of how risky the person is. A risk management plan will put in order for the offender, which is then reviewed on a regular basis; addressing anti social behavior by monitoring the offender. In a similar way DAAT also monitor offenders. DAAT (Drug and Alcohol Action Team) is a partnership that is accountable for carrying out the 10-year strategy and three year action plan for the government. DAAT unifies all local agencies that have involvement in addressing drug use e.g social services, the voluntary sector. DAAT aim to protect communities by reduces all forms of drug related crime. Preventing danger to families and individuals affected by the use of drugs and alcohol. As well as offenders there are organisations that support victims of crime. These organisations hold programs that are set out to help crime victims move forward through counseling and other services that teach victims their rights in terms of the law. In the USA 35 million people become victims of crime every year (Anon: 2012). After crime most victims and their families are left in a terrible state. Physically, mentally, emotionally and financially, which can be difficult to resolve. Because of this special organisations for victims have been created in the attempt to help millions of victims all over the world. The world has changed very quickly through globalization. We currently contemplate whether science and technology are now creating more risk rather than preventing it. An example of this is through the effect of bullying and anti social behavior with the use of the Internet and social networking sites. And the idea that the world is becoming smaller and smaller. Kinnvall and Jonson stated in 2002 that globalization will have a massive impact on our society forever as it covers all issues from economics, and politics to western culture and specifically â€Å"Americanisation† (Karofi and muanza: 2006). In some circumstances it can even make the victim more unlikely to open up. If the truth isn’t told the full service cannot be fulfilled. To prevent this, the service assigns one lawyer to each case so that the victim only has to tell the story a few times. In doing this both victims and the system are at an advantage. There are programs designed to help all kinds of victims. When dealing with property crime victims mediation is used as a form of mediation. Mediation allows both the victim and offender to receive the correct benefits or sentencing he or she deserves. The victims service organization have a financial restitution program where anything that the offender stole or damaged from the victims property is replaced. This is done through a court ordered sanction. (Andrews: 1989). The program helps victims calculate how much has been damaged in addition to completing the necessary forms, maintain records informing the appropriate officials about the victim’s desire for restitution (Anon: 2012) â€Å"Through the mediator, the victim and offender talk together about trust, completion of the restitution, and what determines if they will meet again† (Anon: 2012). This cannot be done in all situations. E.g. in a situation of rape it is highly unlikely that the victim will want to come in any form of contact with the offender and officials will not expect or ask them too. The programs also file claims for victims. They do as much for the victims as possible to make it easier for them, even little things like filling out forms. Mock trials of criminal justice proceedings are officered so that the victim may become aware of what the real trial may consists of. Preparing them in all areas so that they are not blind-sided. A social working will prepare the victim by asking them a number of questions that may be asked during the trial. Often victims are given information on where the case is heading before any trial has taken place. The victim has the right to state their opinion on pardons and parole hearings. The Congress of the United States, in an effort to dispose of the controversy, decided on a full, public investigation after the war. In this study, we will analyse the influence and role of mainly EU and NATO in the state-building and nation building process in the Baltic countries. Historical context Located in the geographical centre of Europe, the Baltic States had been for centuries an arena of confrontation between East and West, as well as between North and East† (Van Ham, 1995, p.10) . From the end of the 18th century, after these countries we re merged into the Russian empire, all the three lands were subjected to cultural and political suppression. The Tsarist Russia left no stone unturned to culturally and politically assimilate the Baltics into mainstream Russia. These states regained independence after the World War I, but only to lose it again to Soviet Union in 1940. Soviet leader Joseph Stalin reoccupied the Baltic countries in 1940 under the pretext of Molotov-Ribbentrop pact which provided room for Soviet influence in the region. After invading the three countries, he ruthlessly suppressed the nationalist feelings in the region and, following the path of the Tsarist Russian, he arbitrarily tried to assimilate the Baltics into mainstream Russia. However, as soon as Stalin died, the people of Baltics had set an example of rebellion for the rest of the USSR to follow. When the rest of Soviet Union was in peace in 1988, the people of these three countries were resisting the Soviet rule. Thousands of youths formed a human chain stretching the entire length of the three republics on August 24, 1989, on the 50th anniversary of Soviet rule. They were not far away from their independence. They eventually regained sovereignty in 1991 with the fall of Soviet Union. Three fragile new states However, it was not the end of their struggle. They were three fragile states with looming threats from their once superpower neighbour Russia. Without any state structure and a closed economy inherited from Soviet Union, the leadership and people of these states were in a state of paranoia, fearing for losing their sovereignty again.
